Bill Thomas, President, Email
Bill Thomas, MSW, MSc. has been director of Children and Family Services for the Washington County Department of Health and Human Services since 2004, and has been involved in the management of human services in both public and private agencies for over 35 years. Bill's wide-ranging experience encompasses planning and administration for aging, community action, family services, health, housing, mental health, and substance abuse programs. He has graduate degrees from Portland State University and the London School of Economics.
Derrick Dale, Email
Derrick Dale has worked in the health insurance and healthcare IT industry for 30 years. Most of his experience has been at the executive level at companies such as CareOregon, OCHIN, and FamiliyCare. Derrick has a rich background in operations oversight including claims administration, customer service, and FQHC/rural health billing. Derrick is currently an executive at The CHP Group. Derrick has a passion for ensuring that the uninsured, underinsured, and children have continuous access to quality and holistic healthcare.
Michael Ralls, Email
Michael Ralls has worked in high school education for 24 years—11 as an English teacher, journalism advisor, and football coach. He worked for eight years as a counselor and five years as an administrator. He has worked in the North Clackamas School District for 13 years at Clackamas, New Urban, and Milwaukie High Schools. His passion is removing barriers that stand between students and their education. Michael has a bachelor's degree from George Fox University and master's degrees from both Lewis & Clark College and Portland State University.
Vince Roux, MBA, Treasurer, Email
After 24 years of building expertise in health care finance and health care policy, Vince brings on-the-ground experience with organizations like CIGNA, Kaiser, and Family Care. He also serves as faculty at two universities, teaching the next generation of analysts in health care. With a desire to keep health care affordable, Vince believes individuals should have informed choices about their health care needs, be educated about choices, and not be limited by their financial needs.
Samantha Shepherd, Email
Sam works for the Oregon Health Insurance Exchange constructing and implementing health coverage outreach and enrollment campaigns. Previously, she worked with nonprofits, political action committees, and coalitions managing campaigns to target local, state, and federal health policy. She received her master's degree in applied sociocultural anthropology from Northern Arizona University and now resides in north Portland with her partner, cat, and two dogs.
