Paula Hester, Executive Director, Email

Paula is an energetic organizational leader, innovative coach, an inspirational public speaker. She is grounded in “the mission” wherever you find her—working to foster groups, organizations, and systems to better understand and meet peoples' needs and enhance their lives. For nearly 30 years, Paula has worked as an executive in nonprofits focused on children and families, achieving multiple public policy improvements that help better serve children and families. Her leadership, whether at the local, state or national level, has enhanced outcomes for individuals and families. Paula loves to travel with her husband, spend time with their seven children and four grandchildren, and serve as a volunteer in her church. 
 

Maureen Hinman, Policy Director, Email

Maureen has worked in public health or health care in some capacity since 1997.  Part of a family of educators, she was raised in a rural community, has provided health education internationally, and was the administrator of a safety net clinic  with a primary focus on youth.   She also has program and operational experience with Injury Prevention, Maternal and Child Health, and Women’s and Reproductive Health programs at the State of Oregon. Currently, Maureen leads strategy development for policy and advocacy.
 

Tammy Alexander, M.Ed, Member Services Director,  Email

Tammy began working in the school-based health care arena in 1993, working as the Adolescent Health Coordinator/SBHC Coordinator for the Oregon Health Division for over 5 years.  Since then, Tammy has continued her work in the field in many different capacities.   She has served on both the national and state board of directors for SBHCs, and continues to provide technical assistance and training at the national, state and local levels. Tammy is excited about the new Hallways to Health program at the Network as it supports a partnership between the SBHCs and the host school to improve health and enhance school climate by focusing on obesity prevention, social and emotional health,and school employee wellness.  
 

Rafael Otto, Community Affairs Director, Email

Rafael brings 15 years of experience in the nonprofit sector to OSBHA that includes communications, education, program management, social services, and organizational development. He currently oversees communications and development at OSBHA and is excited to continue his work improving health, education, and social equity for young people in Oregon. He most recently worked for Grantmakers for Education, a national affinity group working to improve education and philanthropy across the US. He holds a bachelor’s degree in sociology and has studied language, culture, story, and communication in numerous contexts. 
 

Suzanne Flory, MPH, Program Manager, Email

Suzanne has worked in community health since 2007. She joins the Network with an extensive background in positive youth development and public health. She has worked closely with the homeless youth population in Portland, managed K-12 after school programs for youth living in affordable housing communities, and developed adolescent sexual health training for Saint Paul Ramsey County Public Health. Originally from St. Paul, MN, Suzanne received a BA in sociology from Lewis and Clark College and an MPH in Community Health Promotion at the University of Minnesota. Suzanne currently coordinates the EC Brown CORE mini-grant program and Outreach and Public Education Program with Cover Oregon. 
 

Julia Hakes, Program Associate, Email

Julia has been involved with education for the past four years working primarily with ESL/EFL education. Julia is an Oregon native and a University of Oregon graduate. She holds a B.A. in Spanish and after graduating, Julia taught English in a public high school in Northern Spain for a year and the following year she taught English in Korea. She has now relocated to Portland hoping continue her work with education at OSBHA with a focus on student health. Julia provides program support to the many ongoing projects at OSBHA and is excited to be part of such a wonderful team.
