Program Manager

We’re looking for a dynamic and collaborative leader to oversee our critical youth work, expand our connections to youth organizations and youth action councils throughout Oregon, ensure we’re representative of the young people school-based health centers serve, and to help to promote healthy relationships and sexual health throughout our state. This is a unique and exciting position that will lead statewide healthy relationships and sexual health policy, administer grants to SBHCs to encourage program development and sustainability, and ensure a new generation of youth leaders have the skills they need to succeed.

Position Description: Program Manager
FLSA Status: Exempt
Classification: Full-Time, 40 hours per week
Reports to: Executive Director

Summary: Develops, implements, and manages a variety of programs that increase the capacity of school-based health centers (SBHCs) and systems to promote healthy relationships and sexual health, positive youth development, and public policy. Manages OSBHA programs to achieve contracted outcomes. Provides outreach, training, technical assistance, and communications to schools, SBHCs, key stakeholders and community-based partners.

Essential Duties  and Responsibilities:

Program Leadership

  • Plan, implement, and manage multiple programs related to youth healthy relationships and sexual health promotion, positive youth development, and public policy

  • Build and maintain relationships and partnerships to expand program focus and outcomes, as they relate to broad-based prevention and education activities promoting adolescent sexual health

  • Develop new opportunities for partnerships and collaboration

  • Participate in meetings with partners, grantees, and contractors as appropriate

  • Work with Executive Director and Policy Director to meet OSBHA strategic  goals

  • Manage and mentor the Youth Engagement Coordinator

Program Management

  • Manage a pass-through grant program designed to assist school-based health centers in their efforts to initiate or strengthen adolescent sexual health promotion

  • Support grantees, providing a streamlined technical assistance training program to maintain ACTION (Advocating Consent, Teaching Inclusion, Organizing for Nonviolence) program fidelity

  • Identify opportunities for training, training content, and trainers/facilitators that support the ACTION grant program

  • Provide information, referral and technical assistance to SBHCs as assigned

  • Provide oversight for the State-wide Youth Action Council (SYAC) and manage the Youth Engagement Coordinator who runs the SYAC.

  • Provide updates to the field regarding program and TA outcomes

  • Evaluate success and opportunities and work with team to implement improvements

  • Assist with new program development and research new funding opportunities

  • Work on crafting and packaging funding proposals including development of work plans and budgets

General Duties

  • Completes assignments on time and within budget

  • Builds strong relationships with community partners

  • Assists with grant writing as needed

  • Travels within Oregon as needed

  • Bachelor’s degree or 5 years program experience

  • Master’s degree in public health, social work, education preferred

Salary range: $40,000-$45,000, DOE
